Agricultural Sector Reforms
The Valkivsky Raion has implemented all the phases of agricultural
sector reforms since 1991.
This process has been accelerated following the presidential edict
No.1529/99 of December 3, 1999, "On Urgent Measures Aimed at
Speeding up Reforms in the Agricultural Sector of Economy".
The goal of reforms in the Raion was to try and satisfy individual
interests of the members/employees of agricultural enterprises,
irrespective of which form of working the land and which way of
life they choose.
Based on the 22 collective agricultural enterprises, new organizational
and legal units have been established built on the principles of
voluntary participation of each of their members.
They are:
- 19 private agricultural enterprises (76% of their total number);
- three limited-liability agricultural companies (12%); and
- three agricultural production cooperatives (12%).
There are 210 individuals (2.3% of all land titleholders) in the
Raion who refused to join any type of company.
Nearly 9,000 citizens of the Raion have become owners of shares
of land and received appropriate land titles as the result of reform.
In parallel with dividing shares of land, the process of dividing
property was also implemented, i.e. each of the collective agricultural
enterprise members received his or her share in the total property
assets.
Also, nearly 9,000 citizens of the Raion obtained property titles,
which similarly to the land titles, were mainly leased to managers
of the newly established enterprises.
During the period of 2000-2003, the process of implementation of
the planned actions aimed at deepening the reform of land and property
relations continued in the Raion agriculture.
Owners of land shares are issued State Land Titles, which grant
them great opportunities of using their land shares (excepting sale,
for the time being).
The land titles have been issues to 55% of peasants in the Raion.
The process of issuance of State Land Titles will be fully completed
in the first six months of 2001.
Agricultural Production
The key agricultural crops in the Raion are grains,
sunflower, sugar beet, and fodder crops.
Animal husbandry specializes in the production of milk and meat.
Some of the agricultural enterprises have fruit orchards, fisheries,
and poultry farms.
The Raion produces annually (including small-scale private plots):
80,000 tons of grain,
9,000 tons of sunflower seeds,
55,000 tons of sugar beet,
20,000 tons of milk, and
3,500 tons of meat.
In addition to farming, nearly all agricultural enterprises are
involved in primary processing of agricultural produce (flour mills,
grits cutters, vegetable oil presses, meat and milk processing facilities).
Within the structure of agriculture, crop farming accounts for 48%,
animal husbandry 29%, and agricultural produce processing 23%.
In the crop production, 45% of area is occupied by grains, 9% by
sunflower, 8% by sugar beet, 25% by fodder crops, and 13% by other
agricultural crops.
In the total animal produce output value, milk accounts for 58%,
meat 41%, and eggs 1%.
