Government bodies in the Raion consist of the executive branch (Raion State Administration), local self-government bodies (Valkivsky Raion Council, Valky City Council, two settlement and 17 village councils), and the judiciary branch (Valkivsky Local Raion Court).
Local governance is implemented by territorial communities of the Raion through their representatives, i.e. through deputies of the Raion Councils (three persons from each territorial community), as well as through deputies of city, settlement, and village councils.
There are a total of 381 deputies in the Raion, including:
60 in the Valkivsky Raion Council,
26 in the Valky City Council,
40 in settlement councils, and
255 in village councils.
There are five standing deputy committees at the Valkivsky Raion Council.
The committees address the key issues of Raion development.
There are the following committees:
- Budget Committee;
- Socioeconomic Development and Municipal Property Committee;
- Committee for Political and Legal Aspects of Deputy Activities and for Local Self-government;
- Committee for Humanitarian Issues and Social Protection of the Population; and
- Committee for Agricultural Policies and Natural Environment.

The Valkivsky Raion State Administration is responsible for the following issues:
1. Implementation of the Ukrainian Constitution and laws, acts of the President of Ukraine, Cabinet of Ministers, and other executive government bodies.
2. Law and legality, observance of citizens' rights and freedoms.
3. Implementation of the national, regional, and raion programs for socioeconomic and cultural development, and environmental protection programs.
4. Preparation and execution of Raion budget.
5. Reporting on execution of budget and implementation of programs.
6. Interacting with local self-government bodies.
7. Implementing other functions granted by the State and delegated by the Raion Council.
